NCIS: Legend is a is the twenty-second and the twenty-third episodes in NCIS Season 6 and also the 135th and 136th episodes in the entire NCIS series. In the crossover film episode, The team heads to LA to work with another NCIS team on a murder investigation, which soon turns into something bigger. Meanwhile, Tony begins snooping into Ziva's private life.
Like the JAG Season 8 episodes, Ice Queen (episode) and Meltdown (episode) which introduced the original NCIS team, this episode and Legend Part 2 (episode) both served as the first part of the two part back door pilot for a proposed spin-off series and also introduced the cast who with the exception of Lara Macy (Louise Lombard) would later go on to appear as main characters in the first ever NCIS spin-off series, NCIS: Los Angeles.
Synopsis
Part 1
The NCIS team investigate when a Marine is found dead at a building site in downtown Washington D.C. with the case not going anywhere but when McGee uncovers a nationwide BOLO for the victim courtesy of the NCIS Office of Special Projects in Los Angeles, both Gibbs and McGee head to Los Angeles, the City of Angels to work alongside their counterparts in OSP. The two teams soon learn that the killing is much bigger than previously thought and that it may involve members of an inactive terrorist cell located somewhere in downtown Los Angeles.
Part 2
In Los Angeles, Gibbs and McGee along with the NCIS Office of Special Projects continue their search for a terrorist cell that is located somewhere in downtown L.A. but they face a battle on their hands and a race against the clock as Mossad Officer Michael Rivkin is searching for the same cell while back in Washington D.C., Tony, fearing Ziva's loyalty may not be towards NCIS begins conducting a top-secret investigation into Ziva's activities, one that could ultimately jeopardize their partnership.
Plot
Part 1
Gibbs and McGee fly to Los Angeles to work with the NCIS Office of Special Projects — Los Angeles team to solve the murder of a Marine, eventually discovering that the killing is linked to members of a terrorist sleeper cell residing in Los Angeles. The episode ends with OSP agent G. Callen (Chris O'Donnell) confronting a man who is revealed to be Michael Rivkin, Ziva's boyfriend and a fellow officer of the Israeli Mossad.
Part 2
Having found that Rivkin is in Los Angeles searching for the same terrorist cell, the NCIS team redouble their efforts to stop Rivkin while attempting to arrest a live member of the cell. Unfortunately, Rivkin complicates things by putting the terrorists to sleep (killing them) before NCIS can catch up to them. Back in D.C., Tony is forced to question Ziva's loyalty to NCIS in the aftermath of Rivkin's appearance in LA.
